Pro-Life can't really expect to completely stop all abortions. At the very least, some rich and upper-middle class people will leave the country to get a safe abortion.
Keep abortion legal, but place a high tax on each operation. The statistical mix of legal and illegal abortions will end up the same as if there was a pro-life amendment, but the health-care dollars won't leave the U.S.
Fertalized cells may one day be frozen, and remain the property and responsibility of the mother and/or father, to be thawed and incubated at a more convenient time or offered for trans-uterine adoption.
